He first appears as some kind of loser Senator.
He then whines to become Chancellor.
He befriends Anakin
So he could save his ass when he was in trouble.
After revealing himself as Dark Lord of the Sith, he fucks shit up.
Turns Anakin into Darth Vader.
Then they become BFFs.
If you count friendship as taking orders.
Or performing child abuse for amusement.
I liked him because he was a dick, and his evil nature was compelling to watch. And I loved seeing him get what was coming to him.
